Local campaigner Kate Garrett says 'it is time for a change' having read reports that graffiti has doubled in the borough and the Council has the second worst damaged footpaths in London.The Tory Council continues to ignore the things that matter to people like leisure services, libraries, pavements, roads and the environment.
